FY2012 Retro Payments
UPDATE:
February 2, 2012 - This
afternoon the City of Norman will send out the direct deposit
notices for your retroactive merit increase. The notice members
will receive this afternoon includes ONLY the retroactive
portion related to held merit increases. The cost of living
adjustment (COLA) retroactive payment will be processed on
Friday. This means you will receive two notices and two deposits
to your bank account. There was computer programming needs in
processing your retroactive checks in two payments but it was
the only way to process correct amounts. It is hoped that both
will post to your bank account on Tuesday, but at the latest it
will be Wednesday.

Brothers this is the wellness Memorandum of Understanding in
which our attorney, Jim Moore prepared for the FOP. We inserted
IAFF where applicable. We believe is should answer most
questions you the membership may have and further protects us.
We will be signing the new CBA for FY2012 on Monday,
January 30, 2012 at 9:00 a.m. in the City Manager's Conference

FY 2012 Contract Ratification Vote Meets
Approval of Membership
January 18, 2011 -
The Ballot Box Vote on the Tentative Agreement for the 2012
Contract resulted in a vote of 114 accept votes to 9 reject
votes. The Negotiation Team will meet with the City next week

Negotiation Meeting with the City of Norman. This next meeting
with the City will be held on

Update/Outline on FY 2012 Negotiations to Date
(September 18, 2012)
- Tentative agreements from FY2011 resigned:
- Article 1 - Removal of non-applicable Food Allowance
language.
- Article 8 - Changed time for city manager to respond to
Grievances from 5-days to 10-days.
- Articles 14 - Remove repetitive language dealing with Comp
Time for 24-hour employees.
- Article 18 - Change/Return holiday definition of Good Friday
back to “Good Friday”.
- IAFF Proposals to date:
- Article 15 - Promotional Procedures; adding Fire Training
officer, Assistant Chief and Fire Marshall to tested positions
similar to Captains outlined on page 16 in the collective
bargaining Agreement.
- Article 21 - Sick leave changes; Buy-back from 1440hrs to
1920hrs for 24-hour employees.
- Article 21a - Funeral Leave; add Uncles and Aunts to Funeral
Leave provisions.
- Article 25 - Wages; Application of a 4.6% across-the-board
COLA for all members.
- Article 29 - Incentive Pay; Raise EMT pay from $100.00/mo to
$150.00/mo.
- Article 29a - Tuition assistance; Raised from $10,000.00/yr
to $16,000.00/yr.
- Article 31 - Longevity Pay; Raise the rate (per pay period)
from $3.70 to $4.70.
- City’s Proposals: (…As a package deal)
- Article 25 - Wages; City proposes to go completely
paperless with either direct deposit or debit cards, city will
grant merit increases, across the board adjustment, to all pay
ranges of 1%.
- Article 26 - Health and Dental Insurance; City proposes to
strike wording in section 1, section2, section3 of current
language, and add wording section 1 saying they will maintain
insurance also proposing Plan changes on out of pocket insurance
and Drug plan. Also proposes to add a penalty if Employee and or
spouse does NOT participate in the wellness program assessments.
Participation required only. A $50.00 per-pay-period fee for the
employee and a $100.00 per-pay-period fee for both employee and
spouse. Changes will be highlighted in red once the
documentation is presented.
- Article 29 - Incentive pay; City proposed change is to add
$25.00 for paramedics and $10.00 for Car Seat Tech (same as
fye11) proposal.
- Article 31 - Longevity; City proposes NOT pay longevity pay
until an employee tops out at 11 years of service.
- Appendix I -
Substance Abuse Policy; City says proposes wording changes to
match new state law changes.

June 15, 2011 - Official
FY2012 negotiating sessions began this morning with the first
round being a preliminary discussion on the expected procedures
and ground rules for the upcoming meetings.
Although the City of Norman finds acceptable to begin early
in the Norman Transcript and virtually ignoring the contract
where 'merit raises' based upon performance ratings of its
firefighters were to be negotiated in the event the City felt
the need to bypass them and passed a budget disallowing them.
Each member knows this tactic from the previous year all too
well. The City remains defiant despite a decision by a District
Court Judge stating otherwise for the FY11 contract. The C.O.N.
runs the unique risk of being the ONLY municipality in Oklahoma
to have lost in a court of law, thumb their noses at its
professional firefighters in the process and then attempt a
repeat, all the while playing legerdemain with the public and
its employee's in hopes it will vanish without trace. Yeah, we

The next scheduled meeting is for Wednesday, July 6,
2011 beginning at 10:30 a.m.
June 7, 2011 - The first
round of negotiations for Fiscal Year 2012 will take place on
Wednesday, June 15, 2011 at 10:00 a.m. at City Hall. Those
members interested in joining the negotiations team are
encouraged to attend, listen and partake in decision making
between meetings.
January 4, 2011 - The
IAFF Local 2067 has submitted a written request to the City of
Norman, as per Union Contract, indicating its desire to hold
sessions to negotiate the upcoming FY12 contract. (Union
